Shooting and Explosion Incident
     Pili, Camarines Sur --- A shooting incident was transpired at about 8:25 AM of December 31, 2013, at B Meg Compound, Brgy New San Roque, Pili, Camarines Sur, wherein one Anthony Domino Zepeda (Suspect), of legal age, married, and a resident of Brgy New San Roque, Pili, Cam Sur armed with a Caliber .45 firearm, a shotgun, and a hand grenade, shots and inflicted deaths and injuries to the victims namely 1. (name withheld), (Injured), a 17 years old, of Sagrada, Pili, Cam Sur. 2.  (name withheld), (Injured), a  13 years old, of Rawis, Legazpi City. 3. (name withheld), (Injured), a 17 years old. 4. (name withheld), (Injured), 15 years old. 5. Edricson Amorao y Chua (Injured), 24 years old. 6. Expedito Zepeda(Dead)., father of the suspect 7. Victor Zepeda (Dead), brother of the suspect. 8. Charmaine Zepeda (Dead), wife of Victor Zepeda. 9. Rubilyn Adesas (Injured), legal age, 10. Rene Bisencio (Injured), legal age, 11. Emily Milla Nacario (Dead), legal age, of Sagrada, Pili, Camarines Sur and a house helper all of New San Roque, Pili, Cam Sur 12. Pili MPS, PO3 Jose Benito Rosaldo (Injured), Investigator-on-Case of Pili MPS; 13.  Jesus Gacosta y Fuentes (Injured), 35 years old, married, employee and 14.  Ramon Fernandez y Doe, 26 years old, married, both employees of Cristo Funeral Parlor and both of residence of Sitio San Rafael, Brgy Cararayan, Naga City. Immediately thereafter, a team from Pili Police Station led by SPO4 Gregorio B Bascuna, Jr. were dispatched as first responder.  Second responder arrived led by PCI BENJAMIN B SPANA, OIC, Pili MPS and informed the Acting Provincial Director Police Senior Superintendent RAMIRO MENDENILLA BAUSA regarding the incident and requested for CSPPSC SWAT and SOCO team. At about 9:00AM of same date, Edrickson Chua Amorao and three children escaped from the second floor by passing through the terrace and went over the galvanized door and ran across which was detected by the suspect who fired gunshots to an open screen door. Edrickson Amorao and a one of the children suffered wounds during the incident and were immediately brought to Mother Seton Hospital (MSH). They are the sons and daughters of Charmaine Zepeda y Chua, wife of Victor Zepeda y Domino and sister-in-law of suspect.. During the shooting, two (2) bystanders identified as Rubilyn Adisas y Ampongan, 23 years old, single and Rene Vicencio y Parungao, of legal age, married both of New San Roque, Pili, Camarines Sur were hit by a stray bullets and were also brought to MSH by Pili Fire Station Ambulance. Police personnel cordoned and secured the area and flow of traffic was rerouted to Diversion Road. Information received that Expedito Zepeda (father of the suspect), Victor Zepeda (brother of the suspect), Charmaine Zepeda (wife of Victor) and House help Emily Nacario y Milla were left inside second floor of the building with the suspect At about 10:25 AM, Crisis Management Committee (CMC) was activated with Pili Vice Mayor Rogelio Regondola acted as the Chairman with Municipal Councilor Paul Manaog, Committee Chairman on Peace and Order, Municipal Councilor Rodel Divinagracia, PCI BENJAMIN B SPANA,OIC, Pili MPS; Dr. Salles and Brgy. Captain Yolanda Berina as members thereby activating the Critical Incident Management Task Group with the following Sub Task Group Commander. At about 12:15PM, CMC finally managed to contact thru cellphone the suspect, but no clear information was obtained as to the status of the victims and his motive. The suspect was not responsive to the topic on their conversation and appeared to be mentally unstable. Suspect cuts the conversation and attempts of the CMC to contact him for several times were rejected. That on or about 1:55PM of same date another gunfire was heard which prompted CMC for an assault. That at about 2:30PM SWAT Team formulated an Assault Plan on the floor plan of the building provided by the relatives of the suspect. That at about 3:30PM of same date the relatives asked for another talk with the suspect for the possible surrender, but still no response from the suspect. That at about 3:35PM of same date SWAT team assault plan was approved by the CMC, thus, followed by a dry run. That at about 3:45PM of same date gunfire was heard inside the residence of the suspect. That at about 3:55PM of same date, an assault was made by SWAT teams from Camarines Sur Police Provincial Office, Iriga City Police Station and with the assistance of Naga City Police Office SWAT team were briefed by PSI CHRISTOPHER ADUVISO, team leader SWAT Iriga CPS. The assaulting teams were able to clear and occupy the second floor of the building and discovered the bodies of Expedito and Victor Zepeda at the living room and Emily Nacario at the kitchen and Charmaine Zepeda y Chua at the terrace (back portion). Having cleared the second floor, the SWAT teams went downstairs and searched for the suspect at his bedroom at the first floor and forced their entry where they found the suspect sitting beside the door with gunshot wound on his head. At about 5:20PM, SWAT Teams declared the area clear and requested for medical team and SOCO team. After crime scene processing, the SOCO team released the crime scene to the Pili MPS, PO3 Jose Benito Rosaldo, Investigator-on-Case together with Cristo Funeral Parlor employees  identified as Jesus Gacosta y Fuentes, 35 years old, married, and Ramon Fernandez y Doe, 26 years old, married, both of Bryg San Rafael, Cararayan, Naga City started to lift the body of suspect Anthony Zepeda, when an explosion occurred and was later learned as caused by a hand grenade pressed underneath the body of the suspect. As a result, PO3 Rosaldo, Jesus Gacosta and Ramon Fernandez sustained injuries and were brought to Mother Seton Hospital. Funeral employees were later transferred to Bicol Medical Center. SOCO was temporarily suspended pending the clearing for any explosives by the EOD personnel. EOD personnel of CSPPO arrived at about 9:40PM and with the assistance of Pili MPS personnel, conducted panelling of the entire building and declared it cleared. Thereafter, the SOCO resumed at about 6:45AM of January 1, 2014 and completed the crime scene processing at around 9:45AM of January 1, 2014. . The cadaver of the victims and suspect were brought to St. Peter Funeral Homes, Naga City.  (CSPPO-PIO)
